Debra Stinson Named Skokie Human Resources Director


Effective February 22, 2021, Debra Stinson is appointed as Human Resources Director for the Village of Skokie, Village Manager John T. Lockerby has announced.

“The Village of Skokie is very fortunate to have an individual with Debra’s experience, educational background and professionalism as Human Resources Director,” Lockerby stated. “With more than 18 years of human resources management and leadership experience in the private sector, as well as prior positions with the City of Chicago, Debra will make a strong addition to the Village’s management team.” The Human Resources Director is responsible for all human resource functions including talent management, benefits administration, employee relations, recruiting, compensation, labor relations, disciplinary matters and training as well as organizational diversity, inclusion and equity strategies for the Village of Skokie’s nearly 500-person workforce.

Stinson served as the Vice President of Human Resources at Spire Hospitality in Deerfield, Illinois, from 2001 to 2019. For more than 10 years before that, she held several positions with the City of Chicago, including Director of Human Resources for the City’s Department of Housing. She also served as the City’s Deputy Director of the Department of Revenue in both the Businesses Services and Finance and Administration Divisions. Her extensive human resources experience includes employee recruitment and retention programs, negotiating collective bargaining agreements creating employee wellness programs and furthering organizational growth opportunities, such as developing an employee mentoring or ‘buddy’ system for successfully onboarding new employees.

Stinson holds a Master of Science degree in Management, Development of Human Resources from National Louis University’s National College of Education, and a Bachelor of Science in Business Administration from Chicago State University. She is a licensed and ordained minister, and volunteers as a prison ministry leader.

“I am so pleased to have the opportunity to work with the leadership team at the Village of Skokie,” said Stinson. “They are knowledgeable, experienced, professional and collaborative. I am looking forward to being a solid contributor to this amazing team of individuals.”
