The Village Manager's Office oversees and coordinates the professional day-to-day administration of all Village Departments. Divisions in the Village Manager's Office include Human Services, Marketing, MIS, Multi-Media, Personnel, Public Information and Risk Management. By overseeing all Village administration activities, service delivery to Skokie residents and by working on special projects with the Skokie Park District, the Skokie Public Library, Skokie-area school districts and other agencies, the Village Manager's Office maintains and enhances the quality of life in the Village of Skokie.

Village Manager

The Village Manager is the Chief Administrative Officer of the Village. He is appointed by the Mayor and the Board of Trustees and serves on a full-time basis. The Manager's responsibilities include oversight of the day to day operations of the Village, enforcement of Village Ordinances, recommendation of policy alternatives to the Board, and preparation of an annual budget for the Board's review. The current Village Manager, Albert J. Rigoni, was promoted from Assistant Village Manager to Village Manager on January 1, 1987. He began his tenure with the Village in June of 1976 when he was hired as the Administrative Assistant in the Village Manager's Office.

Mr. Rigoni has a Bachelor of Arts degree in Political Science from Northwestern University and a Master of Arts degree in Public Administration from Roosevelt University. As an active member of many Village organizations, Mr. Rigoni serves on the Board of Directors of the United Way of Skokie Valley. He is an ex-officio member of the Board of Directors of the Skokie Chamber of Commerce, and is a past President and current member of the Skokie Valley Rotary Club and the United Way of Skokie Valley.

In his over 25-year tenure with the Village, he has been involved in a myriad of projects ranging from the initiation of the Village's Stormwater Runoff Control Project to the redevelopment of Downtown Skokie and the expansion of Westfield Shopping Town at Old Orchard.

The Village Manager's Office implements all ordinances and policy directives adopted by the Mayor and Board of Trustees. In addition, the Manager's Office conducts research and makes recommendations relative to legislative action considered by the Board. Agendas for all Village Board meetings are developed by the Manager's Office. Development of the Village of Skokie's annual operating budget is also a function of the Village Manager's Office. Once adopted by the Board of Trustees, the budget is administered by the Finance Department. Permits for charitable solicitations and public events are issued by the Village Manager's Office. Professional staff in the Manager's Office include: the Village Manager, Assistant Village Manager, Assistant to the Village Manager, Human Services Director, Risk Manager, Marketing Director and the Personnel Director.

The Personnel Division of the Village Manager's Office oversees matters related to the more than 500 Village of Skokie employees. Specific functions of the Personnel Division include recruitment of new employees, benefit administration, development and administration of personnel policies and procedures and monitoring compliance with state and federal personnel requirements. Additionally, the Personnel Division provides assistance to the Board of Fire and Police Commissioners in recruitment, promotion and hearings involving uniformed Fire and Police personnel. The Risk Management Division of the Village Manager's office concentrates on safety and insurance issues. Research is conducted on proper risk management procedures and insurance compliance matters. Risk Management Division staff work with Village departments on safety issues and practices. A solid risk management plan like the Village of Skokie's limits exposure to liability.

The Multi-Media Division administers the Cable Television Franchise Agreements and dedicated access channels. This division is also responsible for producing programming for the Village's SkokieVision TV stations, overseeing the acquisition of communication and audio-visual equipment, maintaining the 675-INFO line, and coordinating the Village Home Page. Future projects for this Division include the further expansion of the Home Page to include interactive features and the installation of community kiosks in convenient locations around the Village. The Division serves as the staff liaison to the Cable TV Advisory Board.

The Marketing Division provides new and enhanced communications programs that target Skokie residents, businesses and the entire northern Illinois region and acts as staff liaison to the Festival of Cultures Committee.

The Management  Of Information Systems Division provides day-to-day oversight of the Village Computer Information System, including all operations, reporting, performance analysis and planning, security administration, technical support and accessibility, and implements the Village's long-range technology plan.

The Human Services Administration Division has a number of major programs for youth, families and seniors. The Division is responsible for attending to the human service needs of the community. The Public Information Division administers the Village of Skokie's internal and external communications outreach programs. Publication of NEWSKOKIE, the Village newsletter, is a function of the Public Information Division. Additionally, all Freedom of Information and film permit requests are handled through this Division. Press releases and media contacts are coordinated through this Division. The Division acts as staff liaison to Fourth of July Committee and the Fine Arts Commission. The Division also serves on the Emergency Operating Center Committee and the Northwest Municipal Conference Utility Regulation Committee.

The services provided by the Village Manager's office ensure delivery of the effective, efficient government programs that Skokie residents expect and appreciate. Under the direction of the Village Board, the Village Manager's Office provides leadership to Village Departments and serves as a role model for outside agencies in the delivery of high-quality, customer-service oriented government programs.
